People's Daily, Beijing, April 18 (Reporter Ding Yiting) The National Development and Reform Commission and the National Energy Administration jointly issued the "Implementation Plan for the Special Action for the Upgrading of a New Generation of Coal Power (2025-2027)", which proposes to promote the transformation and upgrading of a number of existing units, strive to comprehensively improve the index level of new units, and actively and orderly carry out pilot demonstrations of a new generation of coal power.
With less than 40% of the installed capacity, China's coal-fired power provides about 60% of the power generation, 70% of the peak capacity and nearly 80% of the regulation capacity, and has built the world's largest clean coal power supply system. Coal power is the main body of reliable heat supply in China's economy at this stage, and it is an important guarantee for people's livelihood heating and industrial heat.
"In recent years, the global energy landscape has undergone profound adjustments, and under the pressure of coordinating energy transition and safe supply, coal power is facing the challenge of further transformation and development." The relevant person in charge of the National Energy Administration said that the special action for the upgrading of the new generation of coal power will establish and improve the technical index system of coal power from four aspects: clean carbon reduction, safety and reliability, efficient regulation and intelligent operation.
In terms of safety and reliability, the implementation plan focuses on two evaluation indicators, such as the compliance rate of declared output during the supply guarantee period and the number of unplanned outages during the supply guarantee period. In terms of efficient regulation, six index requirements are proposed, including power supply coal consumption, low-load coal consumption escalation range, minimum output of deep peak regulation, load change rate, primary frequency regulation, and start-stop peak regulation. In addition to the minimum output of deep peak regulation and coal consumption for power supply, the other four indicators are clarified for the first time in the industrial policy.
In terms of clean and low-carbon, it is proposed that low-carbon transformation conditions should be reserved for new units, and low-carbon construction should be encouraged to meet the conditions. Actively promote the implementation of low-carbon transformation of existing units. After the new generation of coal-fired power pilot demonstration units adopt carbon reduction measures, the carbon emission level of kWh should be reduced by 10% to 20% compared with that of the same type of units in 2024, and further carbon emission reduction levels should be encouraged.
